There are three bills going up for consideration in the next month or so, that might be of some concern to us here on Final Prophecy. They are all off shots of the Stop Online Piracy Act from last year. They have some similar goals but they seem to be a little less severe.
Once I heard about a possible reappearance of SOPA i started to dig for some answers.
What the bills are going to do is make it illegal for copyrighted materials to be used by anyone but their owners. For example sites like youtube and Fanfiction.net will for the most part be taken down. They will be made illegal after a fashion. You will not be able to post the lyrics to a song, or use a universe as a base for a story. Sites like ours here at Final Prophecy will even fall under the new laws, and have to be removed.
There are three new bills that have similar ideals to SOPA.
The first is Voluntary agreements. What this is is the Big Media companies are going to put the responsibility on the web sites themselves. To make them police their content even more stringently than they already do. Since the original SOPA bill failed last year, they are going to try and make the companies adhere to it without making it government mandated, most likely by threats of lawsuits against the companies themselves.
The one that is the most concerning is the second one the Trans-Pacific Partnership or TPP. This one is basically going to make anything that is a "copy" of something illegal. The information for this bill is rather sparse because it is all confidential. They define the word Copy in a very broad spectrum from what I was able to gather, and that would make Fanart and fanfiction illegal. I can understand that making a profit off of the material should be illegal, but for those of us who just enjoy the fandom and a good story, then why punish the rest of us.
The third Bill is Notice and Staydown. The hardest thing is enforcing and ensuring that things stay down once removed from the site. Most of the sites targeted by these bills are open sourced sites, ones that allow the public to upload to them. They are not able to ensure that what the admins take down, does not get re-posted. This bill would eventually mean that we would end up with a centralized media system, killing off thousands of small sites.
